SSRS reporting Services endpoints

Is it possible to use SSRS web services to export reports in the backend when a SSRS Server is not available?
Another words, can that example be used when SSRS server is not installed:

I'm afraid not. The Reporting Services Execution Web service allows developers to programmatically process and render reports from a report server.
