How are you opening the file in the desktop version of Word?
If you downloaded the file to your local drive, you have to locate the file in File Explorer and choose the "Unblock" option in file properties.
This browser is no longer supported.
Upgrade to Microsoft Edge to take advantage of the latest features, security updates, and technical support.
A colleague has reported that they have word files that they / colleagues need to edit. But the file is only opening in the desktop app as read only. The file has track changes on.
They do not want track changes turned off in order. They prefer to open the file from Teams and edit on desktop as online / Teams doesn't have all the functionality of word/excel that they need.
Is it possible to have track changes on a file, but also open in edit mode in the desktop so users can make the changes they need to?

Through Teams. The file is located in Teams. They open it in there and want to open, in edit mode, in the desktop.
Thanks for the follow-up. It appears that Open in Desktop App turns off the review mode and enables "full" editing. I am not sure why that happens. I suggest that you send feedback to Microsoft.
Hi @Mcintosh, Rebecca
As mentioned above, get a good experience with features faster, and you can provide feedback in the Voice of the Teams user.

Many features of our current products are designed and upgraded based on customers’ feedback. With requirements like this increase, the problem may well be released in the future.
Thanks for your understanding and support.
